One officers who has made such arrests, Dennis Fair, said D.C. law gave him the authority to arrest drivers with as little as a .01 blood alcohol level. "If you get behind the wheel of a car with any measurable amount of alcohol, you will be dealt with in D.C," Fair said in an interview. "We have zero tolerance."
In May, Fair arrested Debra Bolton, a 45-year-old energy lawyer and single mother of two who lives in Alexandria, after she said -- and a breath test later confirmed -- she'd had a glass of wine with dinner in Georgetown. Fair pulled her over after she left a parking garage without her headlights on.
One Thursday night two years ago, computer software worker Lamon Lyles, then 27, remembers following a friend out of a parking garage next to Club U and into a gas station, going the wrong way on a one-way street. They were pulled over and asked if they'd had anything to drink. Lyles said he'd had one Heineken because the next day was a workday. The officer gave him and his friend field sobriety tests and then had them blow into breath machines. Both, he said, registered 0.0 blood alcohol.
But Lyles was not released. He said that the police officer told him about D.C.'s zero tolerance policy. You drank one, Lyles recalls the officer telling him, so you're over the limit. | | | |

| | I've got to ask when the Police are going to start arresting folks who are sleep deprived, talking on their cell phone, haven't had their cigarette, have taken perscription drugs (or OTC drugs), ... While alcohol can and does impair the motor skills of a person there are several other things which can have the exact same effects (including just plain stupidity, are they going to start arresting folks if their IQ isn't a certain number?). Hey, if DC wants to do this more power to them but you won't see me showing up anywhere near their any time soon. Btw, I would expect the Police Cheif (or whoever came up with this program) to be quickly driven from their job after the merchants start complaining of all the lost business and TAX revenue. | | | |

Billecart-Salmon NV Brut (one of the best bottles I've had in a while) Alain Soutiran NV Rose (full-bodied with a lot of fruit - opened up later in the evening according to some folks)
Banfi 1997 Brunello di Montalcino (primary at first, but showed more complexity later in the evening - very good!) Antinori 1997 Tignanello (super! My #2 Wine of the evening)
Moccagatta 2001 Barbaresco Bric Balin (very good - young and a little oaky, but very accessible) 1999 Barbaresco (Fred, what was this? It was excellent! My WOTN) Pio Cesare 1998 Barolo (perfumed and balanced, my #3 wine of the evening) Pira 1995 Barolo (which vineyard? Perhaps the most old world wine of the evening, and very good) La Spinetta 1995 Barbaresco Gallina (very good) Pelissero 2000 Long Now Langhe (unfortunately didn't get to try)

Fantastic evening. Thanks to Jaimetown for setting this up. Dean Gold is a great host and has a gem of a restaurant on his hands. I'm still fasinated at the amount of different foods you can get at DINO. I think we tried 8 different cheeses, 4 or so different Salumi, the crostini plates, the pasta etc etc...fantastic. One of the best laid out meals I've had in a while. I really liked the grazing aspect of the meal, there was always a plate of something on the table!
I told Jaimetown, I think pound for pound this was one of the best wine line-ups we've had. They were all italian except for that token french champagne stuff I brought but they fit the genre' of the meal and were all approachable and just down right good. My duck was really good, and the wild mushroom past with proschutto was stellar. My WOTN was the Lodali Barbaresco, then the Pio Cesare, and then the 97 Tig. TJ picked up on an interesting tasting note on the Lodali which he will call "the house of wax" but in fact it did have almost a waxy mouthfeel, which some may call creamy. The 97 Banfi was the late comer but the floral nose which it developed after an hour or so in the glass was great. Frankley they were all awesome... I have been enjoying my intro to champagne. both last night were wonderful, Fred's really evolved in the glass. unfortunately i didn't give that chance to the Billicart.
there was a lot of wine at the table. I enjoyed them all. i was pleasently surprised that the Banfi opened up aromatically with an hour or so in the glass. the '99 barbaresco was probably my WOTN.
the food was great...although i have to say the duck beat the fish pretty soundly. the mushroom pasta was incredible. I wonder if Raybanz made it home with his treat or if he succumbed to tempation on the way? 
other than the fact that the yellow trains seemed to be non-existant on the way home (had to take a cab) it was a great evening. | | | |

| I can't add much except to say that the entire evening was fantastic. Dean spent a lot of time with us, explaining the cheeses, the salumi and proscuitto (the proscuitto was absolutely fantastic) and talking wine. His list is awesome. There are wines on that list that would go for twice what he charges in some other restaurants here in town.
The crustini were wonderful, the whipped cod was a star, but the blue cheese and anchovie was great too. The pickled vegs that accompanied them were pickled in house, and boy you have to watch out for those tiny peppers. I ate one and had to reach for the bread so I could taste the wine again.
The cheeses were out of this world. Served with some wonderful dark raisin bread and a handful of wonderful grapes and baby kiwis (thank you Raybanz for eating them before I got one) both plates were perfect. Dean chose the cheeses to go with the wines that were being drunk and the match was perfect. The first plate was eaten with the champagnes and the second with the much more robust Barolos. The pasta with wild mushrooms and proscuitto was to die for. The wild boar pasta was very good, spicy and full of flavor.
I had the duck and it was special. The duck leg was huge, and the meat so tender it fell off the bone. The sauce sublime and the sformata of celery root and pear in a mashed potato base was a wonderful counterpoint and worked well to sop up the remaining sauce.
I had the bread pudding for dessert. It was served with a small pitcher of flavored cream that made the texture perfect. The serving was huge, so much so that I couldn't finish it (though that wasn't a problem since the others at the table polished it off.)
My wine of the night was an easy choice, the Eredi Lodali 1999 Barbaresco. I was a little worried when I opened the Tignanello because the cork was stained almost all the way thru, but after a couple of minutes to let it settle down, it was wonderful. The two Barolos were great, with the nod going to the Pio Cesare. We probably didn't need to open the Pelissero Long Now Langhe but it was quite powerful, and still needs a couple of more years to be really ready.
The company, was as always, scintillating, (James, we need to continue that discussion of what Pinot Noir should be, CA vs Burgandy, etc.) and everyone seemed to be having a great time. Definitely putting Dino on my list of recommended restaurants. | | | |

Hey! I didn't get a baby kiwi either 
The wines were top notch and the food was superb. Dean was very entertaining to talk with as well. I'd say the best value for a DC Cru dinner so far for me.
And yes, despite running out of gas, pushing my SUV a few hundred yards, getting a ride from a stranger to the gas station, and dealing with a few cops back at my car, I did get Rita's mushroom and proscuitto pasta home safely  | | | |
