"Ready To Drink"-What Exactly does This Mean?

In researching some TNs to determine what to pull for a dinner party this weekend, I noted with great interest the enthusiasm shown by many (in fact, it seems unanimous) that the '97 Insignia is "drinking great now". When one declares a relatively young wine such as this as being "ready to drink", does that mean:

A) Poured and consumed right out of the bottle;

B) Decanted for sediment and consumed immediately; or

C) Decanted for 2 (or more) hours before serving?

An inquiring mind wants to know. Thanks.
